Three systems cover almost every flat roof in Maryland. They are not interchangeable, and the right one usually comes down to heat and exposure rather than price.
Below roughly a 2:12 pitch, water stops running off fast enough for overlap to work. Shingles rely on gravity and overlap; a flat roof relies on a continuous sealed surface. That is a genuinely different trade rather than a cheaper version of the same one.
It also changes where failure happens. A flat roof almost never fails in the middle. It fails at seams, at terminations where the membrane meets a wall or parapet, and at penetrations. Whichever material you choose, that is where the work and the money should go.
EPDM is a synthetic rubber membrane, usually black, laid in large sheets with the seams bonded. It has been in use for decades, which means its failure modes are extremely well understood and there is no shortage of people who can work with it.
Good at: cost, proven longevity, and coping with a complicated roof with lots of penetrations. Less good at: heat. Black absorbs it, so on a large unshaded roof over conditioned space it adds to the cooling load. On a small shaded rear addition that hardly matters.
TPO is a thermoplastic membrane, usually white, with seams heat-welded rather than glued. A welded seam is a genuine advantage: done properly it is effectively a continuous sheet.
Good at: reflectivity, which cuts cooling load meaningfully on a large exposed commercial deck, and seam strength. Less good at: consistency — quality varies more between manufacturers than it does with EPDM, and the lifespan depends heavily on whether the welds were done right. This is the material where installer skill matters most.
Modified bitumen is asphalt-based, applied in plies, either torch-applied or self-adhered. It is the descendant of the old built-up tar-and-gravel roof and it is still a reasonable answer on small residential low-slope sections.
Good at: puncture resistance and being repairable in a very straightforward way. Less good at: large areas, where the seam count climbs, and anywhere a torch is a fire risk near an occupied structure.
Heat and exposure first: a big unshaded deck over conditioned space argues for a reflective surface; a small shaded addition does not. Then complexity — a roof with a lot of penetrations is easier in a material your installer handles confidently. Then drainage, because no membrane copes well with water that never leaves.
What should not decide it is whichever material the contractor happens to buy cheapest. If you are told a material without being told why, ask. And on a Baltimore row home, be aware the roof is shared geometry with your neighbors — the detail at the party wall matters as much as the field.
Both are low-slope even when the main house is not. A shingle price across the whole roof is a warning sign.
