The Town of Bel Air is an incorporated town of about 10,600 people and the seat of Harford County, and all of it sits inside ZIP 21014. Around it are Bel Air North and Bel Air South, which are census areas rather than towns, and much bigger: Bel Air South alone has about 58,000 residents. Only around one in five people in 21014 lives inside the town limits, and none of 21015 does. That line matters, because construction and renovation inside the town is permitted through the Town’s Planning and Public Works departments, with plans reviewed by Harford County, while unincorporated addresses deal with the county directly.

The town is older and denser than the suburbs around it. Its biggest building decade was the 1970s, only about a third of its homes are detached, and close to half are in buildings of two or more units. Downtown, the Bel Air Courthouse Historic District is a small group of two- and three-story brick and frame buildings from the 19th and early 20th century, around the 1858 courthouse where Main, Office and Courtland Streets meet.

The town also has about fifty locally designated historic properties, and its Historic Preservation Commission reviews plans for renovation, additions and demolition on designated sites. Outside the town, the housing is younger. In Bel Air South about half of all homes were built in the 1980s and 1990s and nearly one in three is attached.
