Roofing in Baltimore, Baltimore City

A Baltimore mailing address does not tell you whether the house is in Baltimore City, and in this town that is the first thing we check.

Baltimore is an independent city, not part of Baltimore County, and the ZIP codes do not follow the line. About 41% of 21209 lies in the city and the rest in the county. 21212 is split 55/45, and 21206 and 21239 are each roughly two-thirds city. Two houses with the same ZIP can answer to different governments, so we establish which side of the line your address is on before anything is quoted.

Inside the city the housing is overwhelmingly attached. Census figures put single-family attached homes at just over half of all housing units, with detached houses at about one in seven. The city’s own preservation guidelines note that many rowhouses have shed or slanted-flat roofs. Those are membrane roofs, not shingle roofs, and the detail at the party wall matters as much as the middle of the roof. Water that gets past a shared wall is your neighbor’s problem too.

The stock is also old. Around 41% of homes in the city were built in 1939 or earlier, and more than half predate 1950. On a roof that age the question is less about the surface and more about what is underneath it: the decking, the parapet flashing, and a drain or gutter that may be carrying more water than it was sized for. CHAP’s guidelines point out that heavy short bursts of rain can overwhelm a rowhouse with one gutter for the entire roof, or back water up under a flat roof membrane. We look at the drainage before we talk about materials.

Then there are the historic districts. Canton, Hampden, Federal Hill, Fells Point, Roland Park and Mount Washington are all on the city’s list of local historic districts, and exterior alterations to designated properties go through CHAP’s Authorization to Proceed review. Its guidelines treat a flat roof nobody can see from the ground very differently from a slate or metal roof on the front of the house. We will tell you plainly if your address is in a district, because finding out afterwards is expensive.
