Why local actually matters here
Nearly half the homes in 21221 were built between 1940 and 1969, and one in three is attached. That is the roof most Essex homeowners have.
Essex started in 1909 as ten blocks between Mace Avenue and Marlyn Avenue, and the Glenn L. Martin Company turned it into something much bigger. Employment at Martin passed 53,000 during World War II. The housing record shows what followed: in 21221 the 1950s were the biggest building decade, and about 49% of all homes went up between 1940 and 1969. Most of those roofs are on their second or third replacement, so the useful question is what earlier crews did to the decking and flashing.
About one home in three in 21221 is single-family attached. Middlesex is the clearest example, with close to four homes in five attached and most of them built between 1940 and 1969. Even Hyde Park, much of it built after 1970, is about 30% attached. On a row the roof is normally low-slope, which means a membrane roof, and the party wall is where the job is won or lost. The water is the other half of Essex. The town runs down a peninsula with Middle River to the east and Back River to the west, and neighborhoods like Back River Highlands, Rockaway Beach and Hyde Park sit right on it. Back River Highlands and Martindale are both coastal and both largely 1940 to 1969 housing, so an older frame and real exposure meet on the same roof. Roofs closer to open water take more wind than roofs inland, so on those streets we pay particular attention to the edges, ridge and flashing, where wind gets a grip first.
The waterfront neighborhoods are not all old, either. Much of the housing in Cape May Beach, Rockaway Beach and Hyde Park went up between 1970 and 1999, and about 22% of all homes in 21221 were built between 1990 and 2019. On that younger stock the shingle usually wears out while the decking is still sound, which makes it a straightforward replacement rather than a rebuild. Ventilation is worth checking properly, because it shortens the next roof more reliably than weather does.

Ask what happens to the decking and the flashing. On a house that age the shingle is the easy part. What matters is whether earlier crews replaced or reused flashing and whether soft decking was fixed or covered.
Row roofs are usually too low in pitch for shingles to shed water. That roof needs a membrane, and the quote should say which one and how the party walls are handled.
It changes where we look. Houses near open water take more wind, so the edges, ridge and flashing matter more than on a sheltered street. We will tell you honestly whether anything needs doing.
Quite possibly, and it is not a sign anything was done badly. On houses of that age the shingle often reaches the end of its life while the decking underneath is still sound, which keeps the job straightforward.
